Port of Oakland Appoints Two Acting Directors

Two acting directors were chosen by the Port of Oakland to take the position of departing port employees. While Dorin Tiutin has been named acting director of the commercial real estate division, Colleen Liang has been named director of the Environmental Programmes and Planning (EP&P) division. Both have a long history with the Californian port.

After longtime EP&P Director Richard Sinkoff announced his retirement, Colleen Liang assumed the role of acting director. Liang has been a supervisor of the environment since 2017.

Additionally, Colleen Liang has been employed with the Port for 23 years and has held a variety of positions. Liang has managed planning and permitting programs, hazardous waste and materials management, and environmental compliance throughout all Port divisions.

Dorin Tiutin also takes Pam Kershaw's place as director of Commercial Real Estate, who retired. In 2002, Dorin Tiutin, a 25-year veteran of commercial real estate, joined the Port of Oakland. He has served as the Port's commercial real estate manager for the past 15 years.

As part of his new duties, Tiutin will be in charge of handling an extensive portfolio of about 100 tenant contracts for 3.4 km2 of Port-owned property, which includes hotels, shops, restaurants, offices, parking garages, industrial uses, and parks.
